Requirements for issuance of a building permit
TOWN OF ANTRIM
The Town of Antrim is presently using the 2000 International Residential Code (I.R.C.), as updated for one and two family dwellings, applicable State codes and Town ordinances for determining specifications and requirements.
1. Title to the land –The name of the property owner, the book and page number as recorded and stamped from the Hillsborough County Registry of Deeds must be recorded before a permit shall be issued.
2. Compliance – As required by the Antrim Zoning Ordinance to allow the construction of a dwelling, accessory structures, commercial enterprises, or alterations to an existing property.
3. State approved septic design - or if applicable, agreement with the Antrim Sewer & Water Dept.
4. Certificate of Compliance for the New Hampshire Residential Energy Code.
5. Plot plan – Provide a duplicate set showing the location of the proposed structure with property line setbacks, distances to the septic tank and leach field, driveways and any existing buildings or structures. Include variances, special exceptions, subdivisions and State approvals when applicable.
6. Driveway permit – Required from the Antrim Road Agent if located on a Class V or Class VI road. Required from the D.O.T. if located on a State Road (Routes 31, 9, 123 and 202). The Right of Way off a State road varies and should be determined by checking with NH D.O.T. before set backs are measured. NH Department of Transportation, 19 Base Hill Road, Swanzey, NH 03446-9998.
7. Signed Release Form - A waiver of liability form must be signed for construction on a Class VI road or a private road.
8. Two sets of plans - One for file & one for working. Plans do not have to be architectural, but must show all floors and at least one elevation. Plans should be scaled to determine square footage. Graph paper is acceptable. Rule of thumb; the more complicated the structure the more detailed the plans shall be. Show electrical and plumbing layouts, location of rooms and other information to comply with the BOCA Basic Building Code.
9. Roof design loads - For truss roof systems this is simply documentation that the roof was designed based upon a Ground Snow Load of 80#
For stick built rafter size and spacing should have an engineers stamp showing the roof is constructed to support loads based on the 80# Ground Snow load, or be approved by the local inspector.
All trusses will have lateral bracing applied as specified by the Truss Council, or documentation which specifically states that such bracing is not required. Specifics from the building inspector are available upon request.
10. Wetland delineation – This is usually shown on the septic design. If suspected that areas of the lot would be classified as wetlands, State Fill and Dredge permits may be necessary.
11. Energy Compliance: Application must be completed and sent to the Public Utilities Commission.
11. Flood Plain – If the lot is in a designated flood plan area, restrictions apply. See Building Inspector or check flood plan maps available at Town Office. (F.I.R.M.)
12. Amendments – Amendments to a permit may be filed at any time before completion of work. Such amendments shall become part of the original permit.
13. Current Use – If the land purchased was classified as in “Current Use”, that portion for the building site will have to be taken out of Current Use, and a penalty paid. This is not a requirement for issuance of the permit but will be noted and the penalty billed.
14. Renewal - If the job is not to be completed within one year of the permit issuance date, the permits may be renewed for a $25.00 fee before the expiration date. If the permit expires before renewal, a new permit will have to be acquired at the current fee.
15. Payment of fees - All fees are to be paid in advance. Fees are refundable per the I.R.C. Building Code.
16. Inspections - If an inspection is scheduled and the inspector cannot obtain access, or the work is covered up, or the inspection is incomplete, a $25.00 fee may be charged for a return inspection. Inspection appointments should be made 24 hours before they are needed.
17. Posting: The permit must be posted at the work site and be visible from the street until the issuance of a certificate of occupancy
The above information is to inform you of the process to obtaining a Building Permit and subsequently a Certificate of Occupancy. The purpose of our building codes is to provide minimum standards for the protection of life, limb, health, property and environment and for the safety and welfare of the consumer and the general public. As we have stated above, a building permit is required before you begin construction, alterations or repairs, other than replacements or repairs as noted.
The Certificate of Occupancy will not be signed until all inspections are complete. You may not use or occupy a building or structure, in whole or in part, until the Certificate of Occupancy has been signed and issued by the Building Inspector.
