While at this residence investigating a civil issue I met
with Mrs. Oicles who stated Mr. Lagasse was the boyfriend of
her female friend, Corina Collier, who is staying in the
apartment over their garage. Mrs. Oicles stated Lagasse is
not supposed to be staying with Corina. She also stated she
wanted a no trespass order preventing Lagasse from coming
on their property. I advised she would need to provide that
request in writing and she stated she would do that. I gave
her a statement form and she wrote a letter of no trespass
against Jason Lagasse. I explained the no trespass order to
her and advised I would give the order to Lagasse when I saw
him again. Mrs. Oicles stated lagasse has taken tools
belonging to her husband. Mr. Oicles stated those tools have
been returned and wished to not press charges at this time.
Mr. and Mrs. Oicles stated they had no issue with him
getting his belongings as long as we were there when that
happened. I thanked them for their time and cleared the call
without incident.

stated she had an argument with her son Andrew and it turned
physical. She stated Andrew was upset and he tried to leave
the residence and she grabbed him to keep him from
leaving. She stated this enraged Andrew and he grabbed her and pushed her to the ground.

these statements Andrew was placed in protective custody and
subsequently transported to Cheshire Medical Center in Keene
NH. Upon arrival at Cheshire Medical Center Andrew was

Mrs. McLean was cleaning out Mr. Nichols’ residence when she
located what she described to Dispatch as a hand grenade
that was located in the attic. I responded to the residence,
checked and identified the item as a possible WWII Japanese
hand grenade. Mr. Nichols stated when asked that he had
brought the item back from Iwa Jima. Upon closer inspection
the grenade appeared to live and I contacted and spoke with
NHSP Bomb Squad and sent Sgt. Andy Parsons a picture of the
grenade. Sgt. Parsons stated it look like it was WWII era
and that he would be responding. I secured the scene until
Sgt. Parsons arrived and removed the grenade, which he
stated appeared to be live as well. Both units cleared
without further incident.

Dispatch advised of a possible Domestic at the above
location, Antrim Ambulance, 433 and 443 were en route as
well. Upon arrival, I met with both Hillsboro Units who
stated the situation was under control. I spoke with the
female party, Brittany Johnson, who stated she came home and
saw her boyfriend, Briggs, intoxicated and passed out on the
bed and became upset. Johnson further stated that when she
went to wake up Briggs he got excited and grabbed her
wrists, that she wasn't sure what was going on and became
scared and punched Briggs in the face. Johnson also
informed me that Briggs had made a comment about wanting to
harm himself, but didn't think he was serious. I then spoke
with Briggs who was bleeding slightly from the nose and
declined medical attention. Briggs stated he was startled
upon awakening and grabbed Johnson's wrists as he wasn't
sure what was going on and was punched in the face by
Johnson. I asked Briggs about his comment about wanting to
hurt himself and he was adament that he did not want to hurt
himself. Briggs declined medical attention and I informed
him that due to his level of impairment that I didn't feel
comfortable leaving him by himself and that I would be
taking him into Protective Custody. Briggs stated he
understood and was brought to the APD cruiser where he was
seat belted in the right rear passenger's seat. I then
spoke with Johnson and informed her that she needed
somewhere to go for the night and she stated she would stay
with her father. Neither party wanted to press charges as
they felt this situation was accidental and there is no
prior history of abuse in the relationship. Briggs was
transported to the APD for booking and was released to the
care, custody, and control of his friend, Rene Boucher,
D.O.B. 7-7-82. Briggs gave a written statement stating he
did not want to press charges against Johson. See AR for

Dispatch advised of a domestic disturbance between a male
and a female and further advised the male subject was hit in
the head with a blunt object, was bleeding and requested an
ambulance. Ofc. Parsons and I responded and while en route
was advised the female party had left the residence in a
white vehicle. Upon arrival, I spoke with the male party,
identified as James Thorpe, who was covered in blood due to
a head wound. Antrim Ambulance staged on Old Turnpike Road
and was brought in once the scene was secure. Adams
returned shortly after and was spoken to by Ofc. Parsons.
Thorpe was treated by Antrim Ambulance but declined a visit
to MCH. Thorpe stated he and Adams have been arguing about
him not having a job and got into an arguement about a fish,
that it started as yelling and turned to shoving and
eventually Adams striking Thorpe in the head with a pan. I
then spoke with Adams who verified the story and stated she
did hit Thorpe in the head with a pan, but that it was after
Thorpe began throwing pans at her. I was allowed in the
residence and observed blood on the floor and countertops,
but did not see any pots on the floor. Adams was covered in
blood from Thorp's head wound, however she was not injured.
Adams was arrested for Simple Assault, Domestic related.
Thorpe was highly intoxicated, had trouble walking, and
stated he had had a lot to drink and was taken into
protective custody due to his level of intoxication. Both
subject were transported to the Hillsboro PD in separate

control of Jill Young, Adams' mother. I advised Thorpe that
he and Adams were to have no contact with each other until

Chief Campbell requested assistance with a traffic stop and
suspicious male operator. I responded and was informed by
Chief Campbell that the male operator would not give his
name or any of his information and further advised he did
not have a driver's license and that he had made the license
plate. I spoke with the male operator who stated he was a
warrior of God and did not feel the need to give anyone his
information. The male subject did indicate that he had done
jail time but would not indicate where. Chief Campbell
placed the male subject in custody for Disobeying an Officer
and Ofc. Weeks and I performed the vehicle inventory per
Bennington PD's department policy and waited for the tow
truck. Male subject was later transported to Valley Street
Jail. All clear.

as walking inside. I advised both subjects that Xuelong had
the right to do that as he is the business owner. Both
males stated he owes them money and they just came here to
see about setting a payment plan as he was not calling them
back. I advised that this was a civil issue and informed
them of the proper process. At this time Xuelong came out
and informed me that the two males were no longer welcome at
the restaurant. I explained to the males that their best
bet was to start a civil process and they agreed. Both

Responded to AGS for a report of criminal mischief. Upon
arrival, I spoke with AGS staff who stated the JV had
scratched and colored a desk in one of the classrooms. I
received their report and photos and also went and looked at
the desk myself. AGS wants the desk replaced, however there
are only minor marks on the desk, which is still fully
functional. I advised AGS that I would open a case. I then
spoke with the JV who admitted to coloring on the desk

Sgt. Reopel of the Hillsboro PD requested I assist with a
shoplifter at Rite Aid in Hillsboro as all their units were
tied up. I responded to Rite Aid and spoke with the manager
who handed me two movies that were stolen and recovered.
The female subject was still in the store and I spoke with
her. She stated she had put the movies in her purse and
went into the bathroom. I got all information from the RP
and the shoplifter and handed it over to HPD so they could
do a warrant. All clear.

Dispatch received a call from Riverbend regarding a
suicidal subject somewhere on Gregg Lake. I contacted Riverbend
who advised they had spoken with a female named
Makenzie Lahouse who is the girlfriend of Soule and advised
he had made several suicidal comments to her earlier in the
night. Lahouse did provide Riverbend a phone number for
Soule which I called, however there was no answer. Riverbend
had no idea what the address was. I called Lahouse
however she did not answer her cell phone. Hillsboro
Dispatch did not locate any Soule's in IMC. I was able to
find a phone number for an unknown number on White Birch
Point for Chris Soule and called, however there was no
answer. An internet search showed a Soule family out of
Bow, NH which I called and spoke with a female who was the
sister of Demitry. The sister, who would not identify
herself would only give me a phone number for her mother,
Wenda and hung up. I called the number and there was no
answer. I left a message and requested Ofc. Hodgen to
assist me with searching White Birch Point for the Soule
residence. We were able to locate it and I spoke with
Demitry (21 yoa) and his parents who stated he did make those
comments but didn't mean anything by them. Demitry stated
he has been having difficulties in his life and he began to
cry. The parents stated they had no idea anything was wrong
and after speaking with Demitry for a while he stated he did
not feel comfortable talking. I advised him that he could
speak with his parents or professionals at the hospital, or
a counselor. I also advised Soule that he could contact me
or anyone at the APD 24 hours a day. I then spoke privately
with Soule and asked him if he felt safe at the residence
and he stated he did, that it had nothing to do with his
parents. The Soule family thanked me for locating their son
and speaking with him. The Soule parents stated they would
be home for the night and would keep an eye on Demitry and
call the APD should they need any assistance. This ended my
contact with the Soules.

member Altieri who stated one of the juveniles was wearing black plaid
pajama pants and a grey t-shirt and that the other jv was wearing
a black sweatshirt and polka dot pajama pants. Cases open

forms filled out for each. At approx. 2300 hours I was
advised that the females may be with one of the jv’s boyfriend. Ofc.

Delay called and was upset, asking me why I was at 6 Aiken
Street earlier and I informed him there were several calls
that occurred at the same time, including a burglar alarm
and two missing juveniles that a number of towns were
looking for. Delay then yelled "missing from where?" to
which I informed him they had run away from the Antrim Girls’
Shelter. Delay didn't feel that the two girls would have
gone anywhere near 6 Aiken Street and I informed him that
Water Street runs behind Antrim Village as well as behind
the Girls’ Shelter, that runaways often use the woods there
as a means to hide. Delay was not convinced and then stated
I had struck what appeared to be a dog and was driving fast
before hanging up on me. I tried calling Delay back but he
did not answer and I responded back to 6 Aiken Street to see
if I did in fact strike an animal of some kind with the
cruiser and did not locate any signs of an animal being hit.
I also checked my cruiser (Cruiser 1) again for any signs
that I had hit any kind of animal. I did not see any blood,
hair, or anything else on the cruiser indicating something
had been hit and I cleared. At this time I have not gotten
a call about a missing or hurt canine anywhere in town.
This is just an FYI in case Delay calls back during
tomorrow's day shift. Cruiser 1 has been left at the APD in
case day shift wants to conduct an inspection in reference
to this call.

window to be smashed out. Mitchell stated his wallet, which
is black in color and has a picture of a skull on it, was

Kathryn Chisholm called to state that on several occasions
she has come to work at the Tuttle Library and found dog
feces on the walkway at the entrance to her office. At
first she felt that a loose K9 may have done it but now
feels a particular person is purposely allowing their dog to
defecate in front of her office door, in the walkway, in an
act of vengeance. Chisholm inquired about the dog control
laws and if this was illegal. I informed her it was, that
dog owners must clean up after their dogs if not on their
own property. Chisholm requested additional patrols of the
area and to let her know if anyone is seen walking their dog

Arguments would start and I advised the parties moving that
if they could not be cordial with each other that they could
leave and that a civil standby would be set up with a detail
officer. I also explained to Dugan, who informed me that
the parties leaving were paying rent and electric, that she
could not kick them out if they decided to stay, that she
would have to go through an eviction process. All parties
stated they understood and I cleared the scene. Had no

While on patrol traveling south on Main St, I observed a
large group of juveniles standing in the middle of Grove St.
I pulled onto Grove St and upon approaching the group they
all took off running. I called for other units to respond
and Chief Campbell of the Bennington PD responded as did
Sgt. Philibert of the Hillsboro PD. Prior to their arrival I
exited the patrol car and spoke with a resident in the
apartment building who advised he saw a female juvenile
hiding behind a tree just west of my location. I responded
and made contact with the female. While speaking with her,
Chief Campbell arrived. While speaking with the female
another resident came outside with 4 male juveniles who were
also involved. I spoke with the juveniles about their
behavior and informed them all of the consequences of
running from the police. All juveniles were apologetic and
cooperative. They stated they were just out walking and
wanted to speak with their friend who lived at 1032 Main St.
I advised I would be speaking with each of their respective
parents. The Juveniles were instructed to go home and did as
requested. I then spoke with the witnesses and got their
information. There were concerns that one of the vehicles
belonging to a resident may have been damaged but it was
checked by the owner and found to not be damaged. CWOI.

Chief Pushee called stating he received information that
James Thorpe was operating a vehicle intoxicated in his town
and that Katharine Adams was the passenger. Chief Pushee
stated he located the vehicle and a male subject fitting the
description of Thorpe was driving. Thorpe was found to be
under suspension and Chief Pushee observed the vehicle to
pull into the Thorpe/Adams residence. I responded and spoke
with Thorpe who admitted to driving under suspension and
stated he had to pick up a rose bush from Adams' previous
residence. Thorpe also showed signs of impairment and
admitted to consuming alcohol while driving and that he was
impaired. Chief Pushee did perform HGN in which he stated
he got all six clues. Case open against Thorpe for OAS and
DWI. I then spoke with Adams who also admitted to giving
Thorpe the keys to her vehicle knowing he was under
suspension and stated she didn't want to get a DWI so she
let Thorpe drive. Adams was told that she and Thorpe made
bad decisions, that getting a rose bush was not an emergency
and could have waited until they sobered up. Case is also

While en-route I was advised by dispatch to "hurry up" as

Hillsboro PD responded as well and Andrew was found to have
fled the residence just prior to our arrival. Christine was
distraught and crying and stated she and Andrew had been
involved in a physical altercation, that he had wrestled her
to the ground, destroyed a number of items in the household
and fled. Christine stated she cannot deal with Andrew
anymore and was trying to talk to him to calm him down as
she could tell he was getting upset due to his father’s
recent death. Sgt. Reopel and Ofc. Glowaki also responded
to assist in searching the area for Andrew and he was
located and taken into custody for Simple Assault and
Criminal Mischief. Photographs of the items broken were
taken and Andrew was transported to the Hillsboro PD by Sgt.
Reopel while I remained on scene for another few minutes
speaking with Christine, who also advised Andrew had made
several comments about going to hang himself in the woods

Ms. Decowski came to the PD to drop off 3 pieces of jewelry
she stated does not belong to her. She stated she
returned home from work at about 1530 hours and was told by
a neighbor the police had been called to her apartment
earlier today because her boyfriend, Kyle Enderson, had
caught Ryan Lunderville going through her dresser drawers on
Thursday. Ms. Decowski stated she found her jewelry at her
apartment along with a ring, a pair of earrings, and a
necklace she said are not hers. She stated she does not wear
earrings. Ms. Decowski provided a written statement and
handed it to me. She stated she would be in with her
boyfriend, Kyle tomorrow morning for a scheduled interview
with Officer Storro about today’s events. I advised I would
pass the information on to Officer Storro and thanked her
for coming in. Ms. Decowski left the PD and this ended my

Narrative:
Dispatch advised of a domestic disturbance at 17 Masquanipi
Dr in Antrim. I responded and met Detective Lepine who had
arrived just before I did. Officer McGillicuddy of the
Hillsboro PD also responded and arrived after Detective
Lepine and before I did. Both parties were separated upon
arrival and it was determined Mr. Fogg had a verbal argument
with his fiance', Rachel. Rachel became upset and attempted
to leave the residence in her Jeep. As Rachel drove away Mr.
Fogg picked up a metal jack stand and threw it at the rear
of the jeep smashing the rear window. I placed Mr. Fogg
under arrest for Criminal Mischief, Domestic Violence
related and handcuffed him behind his back. I checked the
cuffs for fit an double locked them for his safety. I then
searched Mr. Fogg for weapons and means of escape and
finding none I placed him in the right rear prisoner holding
area of patrol car #1 which had been checked for weapons and
means of escape prior to the beginning of my shift and was

Narrative:
While on patrol I observed a vehicle parked on Salmon Brook
Rd with its lights on. I pulled in behind the vehicle, a 2010
Hyundai, color black, bearing NH registration 2799174, and
activated the rear emergency lights and put the spot light
on the vehicle. Prior to exiting the vehicle I could hear
very loud music coming from the inside of the vehicle. Upon
approaching the vehicle I observed a female in the driver’s
seat. The female later identified as Erin Longgood, was
unresponsive to my knocking on the window. She finally awoke
after repeated knocking. Erin’s statements as to where she
had been this evening were inconsistent and changed as the
conversation continued. Erin stated she was tired and was
having a bad day and was almost home and had fallen asleep.
I informed her that a normal person would not have just stopped
in the middle of the road to take a nap with the car running
and the lights on and the music turned up as loud as she had
it. Erin stated it did look bad but she was having a bad
day. Based on her behavior, her inconsistent story, and the
suspicious nature of the vehicle being parked in the middle
of Salmon Brook Rd with its lights on with the music blaring
I asked Erin for consent to search her vehicle. Erin was
very nervous and could not stand still. She was unwilling to
consent to a search of her vehicle and based on all of this
information I then requested Officer Hodgen to respond with
his K-9 for a walk around of the vehicle. Officer Hodgen
agreed and responded to our location. Upon his arrival we
asked again for consent to search the inside of her vehicle
and she again refused. Officer Hodgen performed a walk
around with his K-9. After performing the walk around
Officer Hodgen informed Erin his dog had been very
interested in her car. Erin continued to deny having any
illegal contraband in the vehicle. I asked Erin if she would
submit to SFST's and she agreed. Erin completed the SFST's
with some difficulty and it was determined her poor
performance could have been due to her being tired and
having a stressful day. At this time I informed Erin she
would be allowed to drive home and I would follow her to her
driveway to make sure she made it home safely. Prior to
leaving, the battery went dead in her vehicle. I provided her
with a jump start and then she drove home to the end of
Salmon Brook Rd. I followed her and did not observe any

Responded to the above address to take a report of a past
tense burglary. The reporting party, John Towne, indicating
his son, Joshua Towne had just broken into his residence.
While en route, I located Josh walking down Whitney road who
was visibly upset. Josh stated he was coming from his
parents house but didn't take anything and would wait for me
to return after I spoke with them. I spoke with John, who
stated he and his girlfriend had just come back from a
vacation and noticed Joshua to be sleeping in their camper,
which isn't ready to be used. John also stated he noticed a
rear window to his residence to be open and food to be
missing, the food wrappers located in the trash. John
stated Joshua is no longer welcome at the residence and
requested I inform him of such. John stated there is
nothing valuable in the residence. I again spoke with Josh
who stated he was in the residence as he has nothing and
needed food and shelter. I advised him that he was no
longer welcome on the property and would be subject to
arrest if located and he stated he understood. Josh stated
he now has a place to go and is working in Washington. See

further inspection, noticed the vehicle to be unoccupied,

system mostly wires. Vehicle was also parked oddly, as if
someone had tried taking it. Ofc. Lord was able to make
contact with Dugre, who stated the vehicle had broken down
there and that all the problems with the vehicle were there

Narrative:
Responded to Elm Ave in the area of #348 for a single car
motor vehicle crash in a ditch. While en route I was
advised that the male subject who was operating the vehicle,
a blue jeep wrangler had fled the scene, possibly headed to
6 River Road in Antrim and was wearing a flannel shirt. I
observed the jeep in the woods and located Ruoff, who was
coming back from River Road with Jerome Mullin. Ruoff
stated he was the operator and began to get upset during my
questioning of what happened, and stated he was being
harassed. Sgt. Reopel and Ofc. Glowaki of the Hillsboro PD
responded as well. Sgt. Reopel did a preliminary
investigation of the scene, as there were very long skid
marks and I spoke with witnesses who stated they heard the
vehicle skidding for several seconds before coming to a
rest. Ruoff denied having consumed any alcohol and I did
not detect any off of his breath. Ruoff was acting
strangely and I requested Ofc. McGillicuddy to respond as he
his a certified DRE. Ofc. McGillicuddy spoke to Ruoff and
then informed me that there was in fact something odd going
on with Ruoff, that he may be impaired by drugs. Ruoff
declined any SFST's and I asked him where he was currently
living, to which he stated he was homeless. I asked Ruoff
where he was getting his mail and he stated he wasn't. I
then asked him where he was going to be staying for the next
few days, as the crash scene needed to be examined during
the day and he stated he could be anywhere in the US, that
he roams around. I then spoke with Sgt. Reopel, a certified
TAR Officer, who stated that based on his observations, the
vehicle was travelling at a high speed. I spoke to Ruoff
about this and he stated he wasn't sure what his speed was,
that he felt as if he fell asleep at the wheel. I explained
to Ruoff that based on the totality of the circumstances at
this time that he was being arrested for Reckless driving
and Breach of Bail as he is currently out on a prior DWI
charge out of Bennington PD and did not have a home. Ruoff
began to be very passive aggressive and stated he wasn't
going to be arrested. Ruoff was placed into handcuffs
behind his back which were double locked and placed in the
left rear passenger's seat of cruiser 1. Livingston's was
called to pull the Wrangler out of the wood line. Damage to

Narrative:
Samuel Ruoff was arrested for Reckless Driving, Negligent
Driving, and Breach of Bail after he crashed his vehicle
into a ditch on Elm Ave. Ruoff stated he was homeless, that
he wasn't sure where he was going to be over the next few
days and could be anywhere in the US. I know Ruoff to be
currently living in California and felt that if he was not
taken into custody at this time that he may not be located
due to the charges and having no home. Ruoff was
transported to the Hillsboro PD for processing and was
released on $1000 PR set by Brenda Wesoly with a court date
of 8-18-11 at 0815 hours. Ruoff was then released to his
mother, stating during booking that he would be back to NH
to face the charges. See AR for details.
