him already.

        Narrative:    
I spoke with Ms. Cody.  She is concerned with a mistaken
delivery by Rymes which took place in January, 2011. 250
gallons of propane were delivered to her house by mistake.  
Should have been delivered to the neighbor's residence. She
has worked out payment with Rymes and her current oil
company, Irving. She is concerned that the 20 y/o tank
originally put in the ground by Rymes will now be dug up by
Rymes w/out her permission.  Further follow up will be done
with Rymes. Case pulled for documentation purposes only.

dries up fromt he snowmelt.  This includes the turf and the
baseball diamond.  It will be checked daily, and will open

posted at all entrances to the field as well.

Ms. Dubrino called to state Ms. Druan had just come on to
her property in a motor vehicle and turned around. Ms.
Dubrino stated Ms. Druan was a passenger in the vehicle and
when she attempted to talk to her about turning around on
the property, Ms. Druan yelled obscenities at her. Ms.
Dubrino stated she spoke to the male driver and he was very
courteous and respectful and stated he was unaware that he
wasn't supposed to be on the property. Ms. Dubrino stated
there was a no trespass order in effect against Ms. Druan
and Chief Lester was aware of it. Ms. Dubrino stated her
boyfriend was witness to the incident and I asked her if
they could both provide written statements about the
incident and she stated she would. See OF to follow.

Dispatch advised Mrs. Rockwell had called stating there was
a vehicle stuck in the mud at the end of her driveway and
was concerned as to how much damage there was to the road as
she is responsible for the road from her driveway to the
Antrim Line. I responded and upon arrival observed a white
toyota pick up truck stuck in the mud. The entire front
wheel was sunk out of sight in the mud up to the frame. I
made contact with the operator who was attempting to get the
truck unstuck and did so after repeated attempts. I advised
the operator he was in Hancock and this would be considered
an accident as his vehicle had damaged the road. I advised I
would pass the information to the Hancock PD and they would
proceed from there. He stated he understood. I took photo's
of the truck and the damage to the road and cleared the
scene.

Dispatch advised the Antrim Girls’ Shelter had called stating
a female resident had just left the building and was
refusing staff requests to go back inside. I responded and
upon arrival observed a young female walking with a staff
member in front of the Shelter. Upon contact the JV stated
she would not go back inside and if she did, she would just
runaway later. After a brief discussion the JV agreed to
enter the shelter. Once inside she stated again she was
going to leave and I spoke with her and advised her of the
consequences of running away from this facility. She stated
she didn't care and she didn't want to be here. I received a
face sheet and a photo of the JV and advised the staff to
contact her JPPO and cleared the scene without further
incident. I called her JPPO, jason Ellis and left him a
message about the incident.

Fitzgerald, who was very sorry, has agreed to not take
neighborhood cats without first checking the area to find

driver’s door stating the vehicle had a flat tire and he would

I located Mr. Jacquin driving on Reed Carr Road approaching
his residence. I conducted a motor vehicle stop and spoke
with Mr. Jacquin who has a valid NH drivers license and
explained the reason for the stop. Mr. Jacquin stated that
it was a misunderstanding. Mr. Jacquin was given a verbal
warning for unregistered vehicle and I cleared without
incident.

Victim in a Deering PD burglary case observed a possible
suspect walking down Concord Street toward Hillsboro and
requested that he be checked. Dispatch advised that Chief
Pushee was tied up at court and requested my assistance. The
victim later identified as Mr. Clark reported the foot
prints being left by the suspect on Concord Street match the
foot prints from his property. I responded, located and
spoke with the suspect, Mr. Towne who agreed to let me
photograph his boots. Report taken and information will be
passed along to Chief Pushee.

Dispatch advised of a child custody / restraining order
issue at the above address. The issue was civil in nature as
the male party, Mr. Descoteaux, has filed for divorce and
wanted to see his children and the female party, Ms.
Rowland, was not in agreement of this. There are no Court
orders in affect as to the custody of the children and there
are no restraining orders in place at this time. Both
parties were advised this was a civil issue and needed to be
resolved by a Judge. Ms. Rowland stated she did not want her
children to go with her husband, nor did she want him
contacting her by phone or any other means Mr. Descoteaux,
was advised of such. Sgt Cavanaugh was also on the scene to
assist. Both units cleared without incident and Mr.
Descoteaux left the scene.

Assisted Officer Lord with child custody civil issue at

Descoteaux was advised that without a court order that I
could not remove the children from parent and give them to
another. I explained the process to Mr. Descoteaux and
although he was upset about not getting his children, he
stated that he understood. Cleared without incident.

An unknown resident came to the station and reported that
two juvenile females were laying next to the road at the

While on patrol, driving West on Clinton Rd I noted a
vehicle to approach me going East on Clinton Rd. I noted the
vehicle to drive on the yellow line and when the vehicle got
closer I recognized the vehicle and operator from prior
contacts to be Ms. Zyck. Due to traffic I was unable to
immediately turn around on the vehicle to perform a motor
vehicle stop. I had dispatch perform a motor vehicle and
license check on Ms. Zyck and I was informed that Ms. Zyck
was a suspended operator and her vehicle registration was
suspended by the NH DMV as well. I requested a certified
copy of her driving record and attempted to locate the
vehicle in the downtown without success. See OF and warrant

Spoke to subject who stated while he was in Edmunds, he was
informed by an identified customer of Edmunds that his truck
had just been hit by a passing vehicle described to be a ten
wheel truck yellow in color. It was alleged the truck had a
wing plow on it and this part of the truck struck the
drivers mirror of the truck breaking it. There was no NH
plate number taken by the witness. The owner stated he just
wanted the event to be documented in case the driver
realized he hit his truck and could possibly pay for the

the APD where she was booked and bailed on $1000PR set by
Brenda Wesoly with a court date of 5-5-11 at 0815 hours at
the Henniker District Court.  This ended my contact with

Mr. and Mrs Dalphond walked in with a no trespass letter
they typed per Officer Lord’s instructions. They stated they
don’t want their son, John C Dalphond Jr or his girlfriend
Melissa Osgood on there property as they are owed back rent
from them and other fees associated when they were living
there. Ms. Dalphond also stated John Jr got in her face in a
threatening position during an argument and she felt afraid
of him now. They were told the rent and monies owed were
civil in nature but I could have the no trespass letter
served by the Henniker Police Department. See OF to follow

While on patrol driving South on Concord St I came upon a
motor vehicle accident car versus deer. No injury and deer
was deceased. Vehicle sustained cosmetic damage to the front
grill but was operable. Vehicle was uninsured and operator
was issued a summons for misuse
of plates. NH registration plates were removed and vehicle
was later removed by operators boyfriend via a car trailer.

Smolag Jr while he was in the care of her mother Laura
Burgoiyne. I spoke to all subjects involved and it was
determined Ms. Chandler’s statement to me was unfounded and
she faces charges of False Report to Law Enforcement for

Received a call from the girls’ shelter stating they had a
female resident there that had a no contact order in effect
against a male named as Glen Goodwin as ordered by the Keene
District Court. The way the information was articulated to
me made it sound like Mr. Goodwin was the party with the no
contact order in effect against him but upon reviewing the
order it was the female that was to have no contact with
him.I was told by the caller that Mr. Goodwin had called the
shelter in attempt to speak to the female but was denied
that request and that the subject later responded to the
shelter. The employee at the shelter Lucinda Healey who had
the contact with Mr. Goodwin stated in a written statement
that Mr. Goodwin and another adult male came to the shelter
and wanted to leave a letter for the female JV. The subjects
were told they were not on the contact list for the female
and the letter would not be given to her but would be given
to her case worker. Ms. Healey stated that the subjects then
left peaceably. I contacted the Fitzwilliam Police and spoke
to Officer George Cassidy who agreed to speak to Mr. Goodwin
and advise him not to come to the shelter again as they
stated if he did they may enact a no trespass order against
him. Officer Cassidy stated Mr. Goodwin was respectful and
receptive to him and stated he would not come again.

Responded to the Houghton residence for reported Burglary.
Upon arrival was met by Mr. Houghton who stated he came to
check the residence today and noted the door to be ajar and
that items in the residence were out of place. He stated he
hadn’t been in the residence since February and he was the
only one with a key to same and he checked with his siblings
and they stated they had not been there as well. I checked
the residence and it is extremely full of belongings. Mr.
Houghton stated that although his mother was a hoarder of
sorts that she was organized and the last time he was in the
residence after the last break in the items were not strewn
about like they were today. I photographed the residence and
informed Mr. Houghton that any physical evidence would be
disturbed now that he had entered the residence and touched
numerous items and he stated he understood. I told him the
case would be transferred to Detective Lepine for further
investigation and he would be in contact with him for

Streba further stated the three males are digging up his

drainage problems.  I responded and noticed the vehicle was
GOA.  Streba described the males and I located them at the
Bernardi residence.  The three males were identified as
Joshua Lafreniere, Elias Dawley, and Nigel Morel.  
Lafreniere stated Morel had gone off the road a bit and they
dug him out and replaced the dirt.  I documented all
information and checked the area and believe it to be part
of the town's property as it is directly against the
roadway.  I did notice the dirt was replaced and packed down
and advised streba to contact me should he have drainage
issues and I would contact the road agent.  Streba thanked
me.  All clear.

Stone came to the APD to report a MV Complaint on Clinton
Road.  According to Stone, a newer, blue Ford Mustang with a
white racing stripe up the middle peeled out on Clinton Road
in front of #133 and lost control almost striking his truck
and then tearing up a lawn.  Stone stated the mustang then
turned around and headed back South on Clinton Road.  Stone
gave a written statement and gave the license plate as NH
CRM.  I checked the area and located the scene and spoke
with the Durgins, who confirmed the story.  A BOL was put
out for the vehicle, which was located in Bennington by Ofc.
Parsons, who was in his personal vehicle.  Bennington Ofc.
Marcellino was able to make a traffic stop of the vehicle,
NH C-R-M in Downtown Francestown and I responded and spoke
to the operator, Brian Mcphee, who stated he did not travel
on Route 31, that he had let his girlfriend's son, who he
only knew as CHAD, drive his vehicle.  Mcphee's girlfriend
is Sarah Whitney, 12 Depot Street.  While speaking with
Mcphee I detected an odor of an alcoholic beverage coming
from the vehicle and I noticed Mcphee to be slurring his
words and his eyes to be very glassy, and his pupils very
dialated, indicating to me possible drug impairment.  Mcphee
denied having anything to drink and voluntarily submitted to
SFST's, which he failed.  Mcphee stated he had one beer, and
then two beers approx. two hours earlier.  I asked Mcphee if
he would voluntarily submit to a PBT to which he refused.  
Chief Bell was on call and responded to the scene and I
filled him in.  Bell again administered SFST's and arrested
Mcphee for DWI.  See OF for details.

Dispatch advised the staff of the Antrim Girls Shelter was
requesting my assistance with a disruptive female currently
in the quiet room.  I responded and spoke with Randa Tenny,
who stated the girl is there as a delinquent for burglary,
theft, and assaulting a Police Officer.  When asked what was
going on Tenny informed me that the girl was just
disruptive, yelling and refusing to comply with staff
requests and wanted me to tell the girl that she was going
to be arrested for disorderly conduct.  I advised the staff
that I would not do that, that I didn't feel her behavior
rose to the level of a crime.  I went into the quiet room
and spoke to the female who stated she was upset
with the staff for not letting her make a phone call so she
could have someone drop off her clothes from home.  She
was polite and I explained to her that she needed to follow
the requests of AGS staff and that I would not be tolerating
any bad behavior or crimes while she was at the AGS.  I then
spoke with staff who agreed to call someone for the female JV so
that she could get clothes.  I explained to the JV the
conversation I had with the staff and she thanked me and
stated she would be calm the rest of the night.  This ended
my contact.

citation or if severe enough, criminal charges.  Gabriel was
polite and we spoke at length about this and he stated he
wanted the APD to continue to conduct patrols on his street
as he felt the people would still complain but the radar
would show he was not speeding.  I told Gabriel we would do
so.  Gabriel thanked me and this ended my contact with him.

Residents in town have complained of people who are opposed
to the wind project have approached them while on their own
property or out walking on the roads. If their opinion is in
favor of the wind tower, the residents who are not in favor
are aggressive with their approach.  Subject advised on how
to handle situation if it becomes a criminal trespass or
harrassment situation.  At this point, citizens indicate
it's mearly an annoyance.  The concern, as time goes on, is
that it will get worse.  Chief Lester passed on the
information to the town administrator so that caution can be
given to the respective boards in town.

Mr. Clifford called stating he was behind a vehicle that was
all over the road crossing the yellow line and sometimes
driving in the opposite lane. Mr. Clifford stated he felt
the driver might seriously hurt someone if they were not
stop. Mr. Clifford stated he was on Rte 31 going South just
passing the stone church. I advised him to stay behind the
vehicle, which he described as a blue Chevy bearing NH
registration 1672019, and I would be responding to his
location. I notified dispatch of the call and the vehicle
and continued to respond. While en-route near the Fire
Station on Clinton Rd, I observed said vehicle to approach
my location, traveling South, and observed the vehicle to be
going at a very slow speed and observed the vehicle to be
about half way into my lane. I moved to the right and then
turned around as the vehicle passed by me. I caught up to the
vehicle, confirmed the license plate as NH 1672019. I
continued to follow the vehicle and observed it to continue
to cross both the white fog line and the solid yellow line.
I initiated a stop of the vehicle on Main St near Grove St
and the vehicle did not stop. After turning on the siren
the vehicle did attempt to stop but continued South on Main St
finally pulling over in front of the Antrim Market but did
not come to a complete stop at this time. The vehicle
continued in the shoulder and drove up onto the side walk
and came to a complete stop on the side walk. I made contact
with the elderly female driver who was very distraught and
confused. She stated she was on her way to Fitzwilliam after
attending a party for her nephew in Rindge. She had no idea
where she was and stated she thought she was in Keene. After
observing her driving and mental state I informed her I was
not going to allow her to continue to drive her vehicle as I
felt she was not safe to be driving but would allow her to
drive her vehicle to the PD, about 100 feet, and park it
there. She agreed and after parking her vehicle I escorted
her into the PD and cleared the stop. See next card.

Upon arriving at the PD with Ms. Muse I attempted to make
contact with family members to arrange for a family member
to come and pick her up. I made contact with a member of the
family who stated he was not able to come and get her. I
received from him the names and numbers of other family
members that might be able to come to the PD. I called those
numbers with negative contact. A short while later a brother
of Ms. Muse, Henry Muse called and advised he was only a
year younger than her and he could not drive at night to
come and get her and asked if there was a hotel in the area.
I advised of the Maple Hurst Inn and said I would give them
a call. He then wanted to speak with his sister and while he
did I called the Maple Hurst Inn and made arrangements for
Ms. Muse to stay there for the night. After the phone call I
escorted Ms. Muse over to the Inn where she made financial
arrangements and was given a room for the night. Her
brother, Henry will be in town tomorrow at about 0900 hours
to pick her up. Ms. Muse's vehicle was parked on the side of
the PD and was locked. The keys were given to her prior to
going to the Inn and I observed her to put the keys in her
purse. Upon checking into the Inn I returned to the PD and

locate the subject in question. I asked dispatch to attempt
to locate a caller to find out the subject’s exact location
and while waiting for a response we were approached by the
subject’s husband in a motor vehicle who stated he had
already picked up his wife and she was in his vehicle. The
subject requested we have rescue come to our location as his
wife stated to him that she passed out while riding her
bike. The female subject was evaluated by Antrim rescue and

into the break down lane to avoid a collision.  Sgt. Reopel
then stated the vehicle was pulling over and he would be out
with it.  I responded and issued the driver, Mullen, a hand
summons to appear at the Henniker District Court on 5-19-11

While conducting stationary radar on Main Street in the area
of High Street I observed a brown Mazda 626 traveling South
at what appeared to be a high rate of speed.  The Mazda was
clocked at 42MPH in a posted 30MPH zone.  I attempted to make
traffic stop but lost vehicle in Bennington.  Vehicle later
located in Rymes parking lot and operator was subsequently
arrested for drug possession.  See OF and AR for further

While conducting a traffic stop at Rymes for speeding on Main
Street, Antrim, NH I noticed Ruoff was displaying very
nervous behavior.  All occupants were searched for any
weapons and I located a small plastic baggie containing
mushrooms.  Ruoff was placed under arrest for Possession of
a Controlled Drug.  Ruoff was handcuffed behind the back
which were double locked after checking for proper fit and
capillary refill.  Ruoff was transported to the APD where she
was booked and bailed on $1000 PR set by Brenda Wesoly with
a court date of 5-19-11 at 0815 hours at the Henniker
District Court.  Ruoff was released to herself at 2320

Phillips came to the APD to report a scam.  Phillips stated
she has her own Mary Kay business and has been receiving
e-mails from people she believes to be involved in scamming.
Phillips stated she recently received a check for $2000 with
instructions to deposit the check and send them the extra.  
I advised her that this is a scam and to stop communication,
change her Facebook user name and password and watch what
e-mails she opens or websites she goes to as some e-mails
will send her contact information to these individuals.  
Phillips is not out any money and is not a victim of
identity theft.  Phillips just wanted the APD to be aware.

Was called out for a disturbance at this location between

phone and ipod.  Mother, Kimberly, was upset that Chelsea
had lied about being out in Hillsboro and was out walking
the streets at 0230.  I spoke with Chelsea, advising her
that she is still 17 and therefore needed to do as her
parents asked, which included being honest with them on her
whereabouts.  I advised Chelsea that I would not be
responding to the residence repeatedly or chasing after her
all night if she chose to run away, that this was her one
and only time to go to bed.  Chelsea apologized and stated
she was going to stay at her residence for the night.  All
parties agreed to go to bed and talk about their differences
in the morning.  Nothing further at this time.

crash site and observed the boulder and rocks that had been
moved by the impact and the vehicle debris on the edge of
the lawn. I took photos of the scene and while doing so a
neighbor stated the vehicle belonged to the lady delivering
the paper in the morning and stated it was a silver SUV-type
vehicle. He heard the crash, looked out and saw the vehicle
in the end of his neighbors driveway and said it backed up,
drove up the road and delivered his morning paper and then
left the area. I asked what paper and he said it is the
Concord Monitor. I thanked him and then cleared the scene.

East, I visually observed a vehicle approach my location at
a high rate of speed. Car 1's radar unit displayed a digital
readout of 60 MPH in a posted 45 MPH zone. I initiated a
stop of the vehicle near Elm Ave and as I made the stop a
vehicle pulled in behind me. The male operator exited his
vehicle and approached my location. I exited the patrol car
and made contact with the male who stated he wished to make
a complaint against the car I had stopped. See next card. I
completed the stop and the male operator was issued a

While on a traffic stop Mr. Albon pulled in behind my patrol
car, exited his vehicle, a Ford F-150, bearing NH
registration 2714665, color green. I made contact with him
behind my patrol car and upon contact he stated he wanted to
make a complaint against the car I had just stopped. Mr.
Chapman stated he has been trying to call 911 and was unable
to do so with his cell phone due to lack of service. Mr.
Chapman stated he was passed by this vehicle in a lane merge
from a two lane passing zone to a one lane non passing zone.
Mr. Chapman stated the vehicle sped by him and passed him in
a no passing zone crossing the yellow line to do so. Mr.
Chapman stated he saw the car pass a tractor trailer in a no
passing zone as well. I asked if he and his passenger who
also witnessed the actions of the operator of the other
car would give a written statement and they agreed. While
they filled out the statement forms I continued with the mv
stop. The operator was given a summons for the speed and was
also given a statement form as he stated he wanted to make a
complaint against the driver of the pick up stating he was
harassing him on the road. I cleared the stop and collected
the written statements from Mr. Chapman and his passenger,
Mr. Quimby. I advised I would be in contact with them at a
