Selectmen Meeting Minutes of March 26, 2007
Present: B. Pratt, M. Genest, S. Schacht, S. Nelkens

The selectmen approved the minutes of the meeting of March 19, 2007.

S. Nelkens had some questions concerning the Citizens Police Academy. She wanted to know if the program was funded by the Town of Antrim or if grant funds were available for that purpose. She had concerns about some of the information requested on the application form and the criteria used to determine acceptance of an applicant for the program. The selectmen stated that they would try to get answers to her questions and would get back to her with the information.

Mr. Genest reported on the phone conversation he had with Matthew Chauncey.  They had discussed the letter from the Dept. of Environmental Services which stated that Best Management Practices are currently being employed by the Antrim Highway Dept. in those areas of the town that Mr. Chauncey  had identified as areas of concern.  Mr. Schacht had also talked with Mr. Chauncey who had suggested that chevrons be placed on one corner of Smith Road. Mr. Chauncey is also concerned about the possible imposition of a town-wide 25 mph speed limit.  No such limitation is under consideration, and the selectmen understand that such a limitation could not be imposed unless very specific conditions are shown to exist to justify the need for such a limitation.

The springtime road conditions were discussed, and S. Nelkens suggested that, when potholes are filled, heat should be applied to melt the aggregate rather than simply filling the holes and compressing the material in place.

S. Nelkens raised the issue of the large Elm tree on North Main St.  She stated that it is in need of pruning and, since it is located in the street right-of-way, the Town of Antrim is at least partially responsible for its maintenance.  She had one estimate of the cost to do the work of $1680.  The selectmen stated that they would look into the matter.

The selectmen reviewed the various town departments and agreed on the following assignments for regular contact by the individual selectmen:
Fire and Rescue – Steve Schacht
Police – Mike Genest
Library – Ben Pratt
Recreation Committee – Mike Genest
A.R.T.S. – Steve Schacht
Highway Dept. – Steve Schacht
Water & Sewer – Ben Pratt
Planning Board – Steve Schacht
Selectmen’s Advisory Committee – Mike Genest

Mr. Genest distributed copies of a letter from “Litter-Free New Hampshire” describing the procedures to be used for organizing a community-wide litter clean up.  If all the requirements of the program are met, the Town of Antrim could possibly qualify for 800 Daffodil bulbs or two Elm tree seedlings to be planted along town roads.

The selectmen approved the A/P and payroll for the week.
