Antrim Special Town Meeting (Ballot Vote)
November 8, 2011

The Board of Selectmen oppose the “Large-Scale Wind Ordinance” (Article #1), because in their opinion, it is to restrictive. Article #2 would prohibit wind turbines and meteorological towers from the Rural Conservation District which covers approximately half of the town. They also believe that it would be detrimental to the Town to submit to the SEC (Site Evaluation Committee) an ordinance that is so stringent that it prohibits a wind energy facility anywhere in Antrim. Approval of both articles would indicate to the SEC that the Antrim does not want or support a wind energy facility in town at all, which is contradictory to the surveys and opinions expressed by residents who favor a wind energy facility in Antrim.
At the Planning Board meeting on September 27, all members present, stated that this ordinance needs to be modified and the revisions could be submitted for the 2012 March Town Meeting ballot. However, they petitioned the Board of Selectmen to hold a Special Town Meeting to give the voters the opportunity to vote on this ordinance as written. The Planning Board stated at their meeting that they had to keep their promise to the SEC to have an ordinance in place before the end of 2011.
The priority for the Board of Selectmen is what is in the best interest of the town and want to have an ordinance that accomplishes that goal. Their responsibility is to the residents of Antrim, not the SEC. Therefore, the Board of Selectmen urges you to vote NO on Article #1 and Article #2 on November 8, 2011.
  This is a Special Town Meeting with ballot questions only to be voted on by registered voters of the Town.  This is not like the typical Town Meeting in March as there is not a deliberative portion,~per RSA 675:3 Enactment and Adoption Procedures, amendments to a zoning ordinance shall be by affirmative vote by ballot of a majority of legal voters present.~ As in the past, zoning amendments go through a public hearing process and are not debated at the actual Town Meeting but are~voted on by ballot which is typically done at the same time as the annual elections, but always on a separate ballot from the election process.  Voting is from 8:00 AM until 7:00 PM Tuesday, November 8, 2011
