TIF District Meeting Minutes 06/06/07


Members present: D. Essex, R. Edwards, J. White, M. Steele, W. Prokop.

The board reviewed and accepted the minutes of the meeting of 2/07.

The board then reviewed and discussed the projects that have been planned for this year. First, the new “Park Type” trash cans have been put in place. Second, the parking lot improvements on Post Office Road and on Aiken Street will be completed this summer. Third, new lighting will be installed in Memorial Park. Forth, the engineering work for Phase II of the TE project will begin this fall. Fifth, the board discussed the concerns of the Soldier Statue in front of the Baptist Church. It appears that the statue is leaning further back and there is the possibility of it falling. The cost of repairing the statue is estimated to be $25,000 - $30,000.00, this was from quotations received more than a year ago. It is not really clear as to who is responsible for the maintenance of the statues and markers in Town, and no one group would have the finances to cover the repair cost. The TIF Advisory Board agreed to pay for the cost of having the statue taken down and stored until it could be repaired by a fund raising project, or used in another location. The estimate cost of this will not exceed $2500.00.

The Board also discussed the various “Façade” improvement projects that will be taking place this year. They include; Bakery 42, The Maplehurst Inn, Antrim Marketplace, Contoocook Housing Trust. These applications have all been approved at this time.

The Board then discussed the future capital improvement projects that should be considered for the district. These could include the up grading of the water line on Highland Avenue, and also other possible government building and recreation needs that may arise in the future. It was felt that at this time we may look into dissolving the current TIF District in 2011, when the ten year period is up for review. At that time, the Town may want to consider other areas for a new TIF District that would help in attracting business to a specific area of town and would help in offsetting our tax base.

The meeting adjourned at 8:00 p.m. The next meeting will be in October.
