Antrim Parks and Recreation Commission (PARC) Meeting Minutes

April 30th, 2020

Present: Robert Edwards, Joan Gorga, Isaac Lombard (Chair), Celeste Lunetta, Christine Morris, Lori Moritz

7:00 pm – 9:00 pm (Remote Meeting via Zoom)

 

 

Agenda

Minutes:  April 7th minutes approved.

 

Budget

We continue to be conscientious about spending as the town is expecting reduced revenue due to the CoViD crises. 

 

Town Gym

Hoping to have the floors done in early summer since schools are closed.

Gym doors are still being worked on.  We received notice from Tim Grossi that our share of the door and bulb replacement is $5000.

Hand sanitizing stations were installed in January.

We have received a tentative agreement from ConVal which will be reviewed and discussed next meeting.

 

Shea Field

There was a question regarding the policy about dogs on the field.  There is no specific Recreation Department policy. We have adopted the town policy as it relates to dogs in public spaces.

No new progress on pitching wall.

Garage door graffiti will be turned into a soccer ball.

 

Walking Trail

Research was done by Isaac to confirm the existence of a right of way on Buttercup Lane to the town property.

Next step is to mark the boundaries on the lot and mark out proposed trails.

There are some grant possibilities for recreation trails through New Hampshire State Parks.

 

Rec Dept

Celeste presented a draft of Antrim Parks and Recreation Response to CV19 which includes various scenarios based on the Governor’s Stay at Home Orders and CDC recommendations.

Due to reduction of programs the APRD staff has been performing grounds clean-up of facilities including field, parks and beach.

Celeste is expecting that Spring sports be cancelled.

 

Gregg Lake

Increased use due to warm weather and people being at home. 

Celeste looking into pricing for gates in case we decide to close the area.  Estimated price is $1200 for boat launch area and $2500-3000 for parking lot area.  Another option would be to install posts with chains across the span.  Cost of the gate/chains may be covered under the FEMA relief grant.

In case there is an option of opening the beaches, the commission discussed the idea of having visitors make reservations to visit the facility, possibly in 2 hour blocks.  Visitors would be required to participate in a prescreening survey.  Bathroom’s would have one-way traffic patterns with sanitizer in each direction.  These recommendations are in line with the guidance coming from the state parks.

Celeste is researching other Best Practices for various scenarios.

Turbine money is expected to be released June 25th.

 

Memorial Park

Increased use of the park, especially the skate park, since the stay-at-home order began.

Overall, users are doing a good job of maintaining social distance.

Signage needed to reinforce physical distancing.  This may be covered by the FEMA grant.

Celeste has been painting over the graffiti.

Other

Community Bus will not be in use unless there is an emergency.

Lori Moritz has been recommended to join the Commission.  Her information has been passed along to Select Board.
