Board Members Present: John Robertson, Chair; Michael Genest, Selectman; Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator

Agenda Items:

1.     Approval of Minutes – Public

Mr. Genest moved to accept the meeting minutes of July 2, 2019 as amended.  Mr. Edwards seconded. Passed 3/0

2.   Non-Public

Mr. Genest moved to go into Non-Public session RSA – 91-A:3 (c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant. Mr. Edwards seconded. Passed 3/0.

A resident requested tax assistance. The resident was told a financial application would need to be completed.   

3.     Veteran Tax Credit Application

Mr. Edwards moved to approve the Veterans Tax Credit. Mr. Genest seconded. Passed 3/0

4.     Elderly Tax Exemption Applications  

Mr. Genest moved to approve two elderly tax exemptions. Mr. Edwards seconded. Passed 3/0

5.     Town Administrator Update

·       Ms. Hanson reported that all the properties from the tax deeded auction have closed. She is in the process of completing the deeds.

·       Mr. Edwards moved to deny the request of Gordon and Mary Allen to use the transfer station property to access their land for logging. Mr. Genest seconded. Passed 3/0

·       Ms. Hanson will send information to town counsel Bart Mayer to begin a draft agreement for the Mulhall Farm Road acceptance.

·       John Robertson will attend the Governor’s information session on the budget.

6.     Future Meetings

Ms. Hanson suggested that Select Board meetings are assumed to be held every other week unless otherwise stated.

7.     Meetings Attended

Mr. Genest attended the Park and Rec meeting. The minutes can be found here. He stated the sanding of the gym floor will happen in August. Ms. Hanson said she met with Road Agent Jim Plourde and Park & Rec director Celeste Lunetta to look at the inside wall of the gym that needs to be sanded and painted with a sealant. Celeste will also get a price for the proposed work from Shawn Hugron. Mr. Edwards said that he would like to do the sealant on the wall and monitor the moisture over the winter and sand the floor next year. Mr. Edwards feels that if we spend 16,000.00+ we need to make sure it will not peel. Mr. Genest said the Select Board already voted to sand the floor this year. He also said drainage work was done in the fall. Ms. Hanson stated that the moisture levels over the past winter have stayed the same and in some areas improved. Mr. Edwards moved to not sand the floor until next year so we can sand the inside block and remove the crud and monitor for moisture  and add any additional sealant as appropriate. Mr. Robertson said the can has been kicked down the road for so long that it is time to get this done. There was no second. There was discussion on whether there is no motion because there was no second. Mr. Edwards said there should still be a vote. Mr. Robertson disagreed. Mr. Genest voted no, Mr. Robertson voted no, Mr. Edwards voted yes. Failed 1/2.

Mr. Robertson attended the Gregg Lake Watershed Management meeting. The next phase for the committee is setting goals.

8.     Other Business

Ms. Hanson said she had a citizen’s complaint about the transfer station traffic. It can be very congested and it may be an accident waiting to happen when people dodge between cars. Mr. Genest drew a sketch with lanes painted. Mr. Edwards feels long term planning should include the revamping of the transfer station. Ms. Hanson said we should begin with the traffic lanes.

9.     Adjournment

Mr. Genest moved to adjourn the meeting at 8:03 PM; Mr. Edwards seconded. Passed 3/0
