Board Members Present: John Robertson, Chairman; Michael Genest, Selectman, Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator; Jim Plourde, Road Agent

Others Present: Linda Morehouse, Resident

Agenda Items:

  1. Board Reorganization
  • Select Board Chair – Mr. Genest moved to be Chairman. Mr. Edwards seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  • Mr. Genest took over the meeting as chair.
  • Planning Board – Mr. Genest moved that Mr. Robertson remain. Mr. Edwards seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  • Alternate to Planning Board – Mr. Genest moved that Mr. Edwards remain. Mr. Robertson seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  • Selectman’s Advisory Board – Mr. Edwards moved that Mr. Robertson remain. Mr. Genest seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  • Water & Sewer – Mr. Edwards moved to remain. There was no second. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – no.
  • Capital Improvement – Mr. Genest moved to be on Capital Improvement Committee. Mr. Edwards seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  • Park & Recreation – Mr. Robertson moved to have Mr. Edwards sit on the Park and Rec. Mr. Genest seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes.
  1. Financial Forecast
  • Ms. Hanson said the town is in good shape with one time revenues expected this year and a solid fund balance. The unknowns are if the revenues from the State will be cut and whether property taxes will be paid in a timely manner.
  • All departments were asked to hold off on any non-essential items until we get a better picture of what is to come. There was discussion if paving should be put off until next year. It was decided to move forward with the paving this year as planned.
  1. Order #25 – Waiving of Interest and Penalties on Taxes
  • Until there is more clarity from the Governor on this order the town will proceed as usual with property tax collection.
  1. Transfer Station
  • It was decided to start recycling again with precautions. Only one person at a time will be admitted to the recycling room. Social distancing must be observed. Employees will wear masks, gloves and rubber aprons. The swap shop will remain closed.
  1. Other Business
  • Mr. Edwards moved to accept the minutes of March 9, 2020 as written. Mr. Robertson seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes
  • Mr. Genest moved to accept Willian Bryk’s resignation from the Zoning Board of Appeals and appoint Diane Kendall to that position. Mr. Edwards seconded. Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes
  • Mr. Edwards said he received a call from Marguerite Roberts on Pleasant Street saying she has a problem with drainage in her yard. Mr. Plourde will follow up on this.
  • Linda Morehouse asked about lowering Gregg Lake. Mr. Genest said that no decision has been made on whether to lower the lake. Normal operating procedures for the dam remain in place until otherwise voted on by the Select Board. Mr. Edwards asked if any plans have been made by the Gregg Lake Watershed committee to have experts come to the next meeting. Ms. Hanson will contact Joan Gorga to find out.
