Board Members Present: Michael Genest, Chairman; John Robertson, Selectman; Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator; Celeste Lunetta, Recreation Director

Agenda Items:

1.  Approval of Minutes

  • Mr. Edwards moved to approve the minutes of May 8, 2020. Mr. Robertson seconded. Roll Call Vote: Mr. Edwards-yes, Mr. Robertson-yes, Mr. Genest-yes

2.  Update from Ms. Lunetta

  • Memorial Park – This is a problem with littering. The lids will be taken off the trash cans according to the guidelines submitted under the Governor’s order.
  • Gregg Lake – NH Public Health recommends closing beaches if there is a social distancing problem. Ms. Lunetta showed a diagram of where she would like to put up a gate at the beach entrance. The purpose of the gate is to be able to close the facility if necessary. Closing the beach at night will also cut down on vandalism and people leaving their trash on the beach at night. Most of the cost of the gate will be reimbursed through grants relating to Covid-19. There is concern about who would be in charge of opening the gate in the morning and closing it at night. The boat launch would not be closed and a gate closing the beach would not prevent people from going to the beach through the boat launch entrance. Chief Lester was not present but relayed his concern through Ms. Hanson that if people can’t park on the beach they would park on the road which would be a hazard. Mr. Genest feels that with the addition of the sixth police officer if there were any problems at the beach they should be able to respond. Mr. Edwards thinks it is premature to think about closing the beach at this time. Mr. Edwards and Mr. Genest suggest that if we needed to close the beach we would just put up signs and temporary fencing. No motion was made relating to a gate for the beach.
  • Staffing – Ms. Lunetta explained that she would like to staff the beach in nice weather starting June 1st if the stay at home order is lifted by the Governor. She wants to have 2 staffers working at a time. The lake host would be one of them. Mr. Genest feels we should do what we would normally do in any other year. Mr. Robertson said if there are a lot of people, it is going to be a busy place on nice days during the week. He is concerned about the Town’s liability if something happens. Ms. Hanson said she spoke with our insurance company and they said the Town’s liability is there whether we staff the beach or not and that they would represent us either way. Mr. Edwards said this is an unusual year and he is more inclined to agree that you need flexibility to staff the beach early if necessary. Ms. Lunetta said they have always based opening the beach on when school is out. Mr. Genest suggested that staffing the beach early provides a false sense of security that it is ok to be at the beach. Mr. Robertson moved to staff the beach on good weather days beginning June 1st if the Governor lifts the stay at home order. Mr. Edwards seconded.   • Rehires - Mr. Genest moved to re-hire summer staff. List is attached. Mr. Edwards seconded. Roll Call Vote: Mr. Edwards-yes, Mr. Robertson-yes, Mr. Genest-yes

3.  Review Park & Rec Agreement

  • There was discussion regarding the changes made by the Park & Recreation Commissioners. Ms. Hanson will send the changes to Jim Fredrickson for the school board’s review.

4.  GOFERR Grant

  • Mr. Edwards moved to authorize Ms. Hanson to sign as authorized signer and the town accepts the GOFERR Grant Funds. Mr. Robertson seconded. Roll Call Vote: Mr. Edwards-yes, Mr. Robertson-yes, Mr. Genest-yes

5.  Personal Travel Policy

  • Mr. Robertson moved to accept the policy for personal travel during the State of Emergency. Mr. Edwards seconded. Roll call Vote: Mr. Edwards – yes, Mr. Robertson – yes, Mr. Genest – yes

6.  Meeting Attended

  • Mr. Robertson will participate on the school reopening committee. The next SAC meeting will be June 25th.
  • Mr. Genest said the first CIP meeting will be June 3rd.

7.  Closing

  • Mr. Robertson moved to adjourn at 1:30 pm. Mr. Edwards seconded. Roll Call Vote: Mr. Edwards-yes, Mr. Robertson-yes, Mr. Genest-yes
