Monday, October 13, 2020

7:00 Town Hall (face mask required)

Board Members Present: Michael Genest, Chairman; John Robertson, Selectman; Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator

Agenda Items:

I.  Approval of Minutes

  • Mr. Robertson moved to approve the minutes of August 14, 2020 as amended. Mr. Edwards seconded. Passed as amended 3/0

II.  Town Owned Property

  • The Selectmen reviewed the list of town owned property that could be sold. Mr. Edwards suggest the Selectmen do a sealed bid instead of an auction to save money. The Selectmen will review the properties further.

III.  ZBA Alternate Appointment

  • Mr. Edwards moved to appoint Janet McEwen as alternate to the Zoning Board of Adjustment. Mr. Robertson seconded. Passed 3/0

IV.  Halloween

  • The Select Board agrees with Police Chief Lester that Halloween will be between 5:30 and 7:30 on October 31st. They ask that everyone follow CDC guidelines and please respect families that don’t want to participate.

V.  Meetings Attended

  • Mr. Robertson attended the SAC meeting. They discussed the request from the schools to the municipalities to tap into the Goeffer Grant the towns received. They also discussed the State aid to public schools which is much lower than the State aid to private schools
  • Mr. Edwards attended the Parks and Rec meeting. They discussed the potential walking trail off of Buttercup Lane. Mr. Edwards met with the owner of the land to discuss a possible right of way to the town that may exist.
  • Mr. Genest met with the road agent regarding a possible module at the Highway department. The road agent will look into prices.

​​​​​​​VI.  Town Administrator Update

  • Ms. Hanson reported that the one property that could be deeded is asking for a few weeks to try and secure a home equity loan.
  • Ms. Hanson suggested the town report be dedicated to Marshall Gale and that the front page picture be of the loons that hatched on Gregg Lake this past summer.
  • The BOS meeting schedule was discussed. The dates can be found on the town website.

​​​​​​​VII.  Other Business

  • Mr. Genest asked how we should close the February 24, 2020 public hearing that was continued but then postponed due to Covid-19. Ms. Hanson will check with legal on the correct procedure.
  • Mr. Genest wanted to make everyone aware that Clark County Holdings put in an additional driveway that was not on the subdivision plans. The Select Board said it should go back to the Planning Board.
  • Mr. Edwards said he got a call from a resident asking who the contact will be at the SEC since Pamela Monroe is leaving. That information has not been sent to us yet. We will reach out to the SEC if we don’t hear something soon.

  • Mr. Edwards moved to adjourn at 8:20 pm. Mr. Robertson seconded. Passed 3/0
