Board Members Present: Michael Genest, Chairman; John Robertson, Selectman; Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator; Marshall Gale, Fire Chief; Scott Lester; Police Chief, Brian Lord, Lieutenant

Agenda Items:

I. Approval of Minutes

  • Mr. Robertson moved to approve the minutes of October 26, 2020. Mr. Edwards seconded. Passed 3/0

II. Preliminary Budgets Review  

  • Chief Gale proposed a flat budget for the Fire Department and Emergency Management budgets. Chief Lester proposed a 9.2% increase in the Prosecutor budget which is due to salaries and benefits.  Antrim's share of the Prosecutor's proposed budget reported a decrease in its proportionate share due to the addition of the town of Hancock to the program. Chief Lester presented a budget that shows a $50.00 decrease to the Police budget and a $250.00 decrease to the Animal Control budget. Mr. Edwards asked if the stipend of $2,000 was enough considering we’ve been in a pandemic this year and it will probably go into 2021. Mr. Genest moved to increase the Emergency Management salary line to $3,500. $3,000 for Chief Lester and 500 for his assistant. Mr. Robertson seconded. Mr. Edwards asked whether it should be $4,000. Chief Gale said he was happy with a $1,000 increase. Passed 3/0

III. Veterans Credits

  • Mr. Edwards moved to approve the Veterans Credit applications. Mr. Robertson seconded. Passed 3/0

V. Town Administrator Update

  • Ms. Hanson discussed the Community Board and if there were any questions about it. Mr. Genest said he didn’t have any questions but wonders if this might be better under the umbrella of the Grapevine. No decision has been made whether the Select Board will support this warrant article. Mr. Edwards thought Barrington NH had a Community Board. Ms. Hanson will contact them.
  • Ms. Hanson reported that Mr. Fredrickson is talking with Tim Grossi on a time we can meet to discuss the Shea Field agreement.
  • The recommendations from the Conservation Commission for selling town owned land was reviewed. The Select Board will continue to review this and discuss it further at the next meeting.
  • Mr. Edwards moved to set the tax rate at 28.55. Mr. Roberson seconded. Passed 3/0. The town tax rate remains flat at $10.57. The town tax rate has decreased or remained flat for the past seven years. The local school rate has increased $1.58.

VI. Closing

  • Mr. Robertson moved to adjourn at 6:45 pm. Mr. Edwards seconded. Passed 3/0
