Board Members Present: Michael Genest, Chairman, Robert L. Edwards, Selectman; John Robertson, Selectman

Staff Present: Donna Hanson, Town Administrator; Diane Chauncey, Town Clerk

Others Present: Arthur Merrill, Moderator, Ben Pratt, Treasurer

Agenda Items:

I.  Approval of Minutes

  • Mr. Edwards moved to approve the December 14, 2020 and December 29, 2020 minutes as amended. Mr. Robertson seconded. Passed 3/0
  • Mr. Robertson moved to approve the December 29, 2020 non-public minutes. Mr. Genest seconded. Passed 3/0

II.  Procedures for Town Meeting

  • Mr. Merrill said Town Meeting should proceed at the Antrim Town Gym where there is more space. The gym will hold 121 socially distanced. Since families will most likely sit together there will be room for more than 121. Non-mask participants will be accommodated in the back of the gym. Town election and the budget hearing will proceed as usual upstairs at Town Hall.

III.  Budget and Warrant Article Review  

  • Mr. Edwards would rather use fund balance to offset the tax rate and not for warrant articles. He said warrant articles should be funded by general taxation. Mr. Robertson said that in the past we have used fund balance to fund warrant articles and used some to offset the tax rate. Mr. Genest agreed that when appropriate fund balance has been used for warrant articles.
  • Bond/Note - Ms. Hanson will inform the Water & Sewer Commissioners that the majority of the Select Board wants the Bond split to be 60/40. Sixty percent paid by the Water users.

IV.  Meetings Attended

  • Mr. Robertson attended the Planning Board meeting. Minutes can be found at www.antrimnh.org.

V.  Other Business

  • Ms. Hanson will check with Attorney Courtney on whether the Planning Board can direct the Select Board to pay for installing a dry hydrant that was originally required of the developer on Old Pound Road.
  • Ms. Hanson reported that the Road Agent would like to have a survey done on a portion of Willard Pond Road. He feels a portion of road belongs to Hancock but Hancock said it belongs to Antrim. Ms. Hanson will get a price for a survey before proceeding.
  • Ms. Hanson will write a letter to the Site Evaluation Committee inquiring why the Town of Antrim was not notified of the November 23, 2020 meeting with Antrim Wind.

VI.  Town Administrator Update

  • Mr. Edwards moved to use $21,000 of the Highway Capital Reserves to replace the cab on the 2006 Loader. This is an emergency expenditure due to the fact that the cab in its current condition is a liability to the operator. Mr. Robertson seconded. Passed 3/0Non-Public
  • Mr. Genest moved to go in to non-public. Mr. Edwards seconded. Passed 3/0

  • Mr. Robertson moved to adjourn at 9:20 pm. Mr. Edwards seconded. Passed 3/0
