7:00 PM Town Hall (face mask required) & Zoom

 

Board Members Present Via Zoom: Michael Genest, Chairman; Robert L. Edwards, Selectman; John Robertson, Selectman

Staff Present: Donna Hanson, Town Administrator

Others Present Via Zoom: Melissa Lombard and Peter Beblowski, Water & Sewer Commissioners; Matt Miller, Water & Sewer Superintendent;

Agenda Items:

I.  Approval of Minutes

  • Mr. Robertson moved to approve the January 6, 2021 and January 11, 2021minutes. Mr. Edwards seconded. Passed 3/0
  • Mr. Edwards moved to approve the January 6, 2021 non-public minutes. Mr. Robertson seconded. Passed 3/0

II.  Budget and Warrant Article Review  

  • Article 3 Water & Sewer Bond - Ms. Lombard asked why the majority of the Select Board wants a 60/40 split (60% water users and 40% non-users) instead of 50/50 split as done in the past. Mr. Genest said it was never established that the split will always be 50/50. The Select Board agreed to 50/50 for Pleasant Street because the Water & Sewer Commissioners said at the last minute they couldn’t afford to do the project.
  • Warrant articles were rearranged and assigned to each Board Member to discuss at the Budget Hearing and Town Meeting. 

III.  Policies and Protocols

  • The Highway Department winter policy was reviewed.
  • Mr. Genest moved to approve the Antrim Town Gym Covid 19 Protocols. Mr. Edwards seconded. Passed 3/0

IV.  Reappointments

  • Mr. Edwards moved to reappoint Mr. Jeremy DeLisle and Mr. Ron Cheetham to the Conservation Commission. Mr. Genest seconded. Passed 3/0

V.  Other Business

  • The Select Board will meet in non-public on February 4th to complete the Town Administrator’s annual review.
  • Mr. Edwards asked if the Select Board could sign the approved minutes. Ms. Hanson will have them ready to be signed after they are approved.

VI.  Town Administrator Update

  • Ms. Hanson said the Fire Chief, Police Chief, Town Clerk, and Moderator will attend the February 22nd Select Board meeting to discuss the protocols for town meeting.

  • Mr. Robertson moved to adjourn at 8:25 pm. Mr. Edwards seconded. Passed 3/0
