Select Board Meeting Minutes
Monday, March 22, 2021
7:00 PM Town Hall (face mask required)

Board Members Present: John Robertson, Chairman; Tom Davis, Selectman; Robert L Edwards, Selectman
Staff Present: Donna Hanson, Town Administrator
Others Present: Gordon Allen and Diane Kendall, Community Board; Sarah Edwards, Bill Bryk, and Mike Connolly, Trustee of Trust Funds; Eric Tenney, Historical Society

Agenda Items:

I.  Board Reorganization

• Mr. Davis moved to appoint Mr. Robertson as Select Board Chairman. Mr. Robertson seconded. There was discussion about Mr. Edwards and Mr. Robertson both wanting to be chairman. Passed 2/1
• Mr. Robertson moved to appoint Mr. Davis as ex-officio to the Planning Board. Mr. Edwards seconded. Passed 3/0
• Mr. Edwards moved to appoint Mr. Robertson as alternate ex-officio to the Planning Board. Mr. Davis seconded. Passed 3/0
• Mr. Robertson will continue with the Selectman’s Advisory Committee.
• Mr. Edwards moved to appoint Mr. Davis as liaison to the Parks and Recreation Committee. Mr. Robertson seconded. Passed 3/0
• Mr. Edwards will continue as liaison to the Water and Sewer Department.
• Mr. Edwards will continue on the Capital Improvement Committee.
• Mr. Robertson will continue on the Scholarship Committee.

II.  Approval of Minutes

• Mr. Edwards moved to approve the March 8, 2021 minutes as amended. Mr. Robertson seconded. Mr. Davis abstained because he wasn’t at the meeting. Passed 2/0
• Mr. Edwards moved to approve the March 8, 2021 non-public minutes as amended. Mr. Davis abstained because he wasn’t at the meeting. Passed 2/0

III.  Historical Society Funds

• Mr. Edwards explained that the money received from the Historical Society to the Trustee of Trust Funds needs to be accepted by the Select Board. He will write down what is expected before acceptance by the Board.  Mr. Connolly explained the money he received from the Historical Society will be moved so it doesn’t comingle with town funds.

IV.  Community Board Appointments

• Mr. Davis moved to appoint Rose Novotny for a 3 year term, Katherine Foecking and Diane Kendall for a 2 year term, Gordon Allen and Katelyn Goodington for a 1 year term, Lesley Moenter, Charles Levesque, and Rick Wood as alternates. Mr. Edwards seconded. Pass 3/0

V.  Veterans Tax Credits  

• Mr. Edwards moved to approve the two Veterans Tax Credit applications. Mr. Davis seconded. Passed 3/0

VI.  Town Meeting Recap

• The only complaint that anyone received about town meeting was the sound system.

VII.  Future Meetings

• Future meetings will begin at 6 p.m.

VIII.  Other Business

• The Site Evaluation Committee is holding a public hearing on March 25^th at 2 pm regarding Antrim Wind post certificate matters.

            Health Trust rates decreased by 3.1%.

• Mr. Robertson moved to adjourn at 8:40 pm. Mr. Davis seconded. Passed 3/0
