Board Members Present: John Robertson, Chairman; Robert L Edwards, Selectman

Staff Present: Diane Chauncey, TC/TX; Marshall Gale, Fire Chief/Health Officer

Absent:  Tom Davis, Selectman;

Others Present: Kathleen Clark, Assistant TC/TX, Steven MacDonald, resident, Ben Pratt, resident

Agenda Items:

I.  Approval of Minutes

  • Mr. Edwards moved to approve the April 26, 2021 minutes. Mr. Edwards moved to approve with corrections. Passed 2/0

II.  Approval of Non-Public-Minutes

  • Mr. Edwards moved to approve the April 26, 2021 non-public minutes with corrections and typos. Mr. Robertson seconded. Passed 2/0

III.  Covid 19 – Update 

  • Mr. Gale summarized the vaccination ratio in the TOA departments; and an overall ratio. He stated that some of the local businesses were continuing the mask ordinance and social distancing, while others had determined to end the mask mandate. Mr. Edwards moved to continue the Town of Antrim’s current Covid 19 procedures and reevaluate June 30, 2021.  Mr. Robertson seconded the motion. After some discussion, the motion was approved. Passed 2/0.  

Having made that decision, the Board discussed Home & Harvest - in 2020, the festival was cancelled due to the Pandemic. Mr. Gale said that he thought that the festival could happen in 2021, with the appropriate safety precautions. Mr. Edwards emphasized masks and social distancing. It was determined that the Board of Selectmen is supportive of the event, but that should an outbreak occur, there would be the possibility of cancellation. Mr. Gale will talk with coordinator, Rick Davis and outline the risks.
 

IV.  Permissible Fireworks Ordinance & Tannerite (Draft)

  • The Draft Ordinance contains: Purpose, Definitions, and Uses. Mr. Gale presented the draft Ordinance (which was drafted by former Police Chief, Scott Lester and Fire Chief, Marshall Gale). Mr. Gale expressed concerns of inappropriate use of Fireworks in 2020, and that the guidelines within the draft Ordinance would bring local control to the use of both fireworks and Tannerite. After a lengthy discussion, Mr. Edwards moved to continue the discussion to June 14, 2021. Mr. Gale stated that he had hoped more residents would have attended this meeting – in order to hear both sides of the issue. Mr. Robertson said that the meeting should be well publicized and that the Police Department participation would be welcome. Mr. Robertson seconded the motion. Passed 2/0

V.  Meetings Attended

  • Mr. Robertson attended the Scholarship Committee meeting. Due to Covid, the deadline for scholarships had been extended to May 15.

VI.  Other Business

  • Mr. Robertson had a conversation with Jim Creighton, District 38 Representative, who discussed local and state issue with Mr. Robertson (hiring an administrator for the SEC; Municipal immunity, and Pilot Payments).

Closing

  • Mr. Robertson moved to adjourn the Public portion of the meeting at 7:30 PM and go into the Non-Public meeting. Mr. Edwards seconded. Passed 2/0
