Board Members Present: John Robertson, Chairman; Michael Genest, Selectman, Robert L. Edwards, Selectman

Staff Present: Donna Hanson, Town Administrator; Marshall Gale, Fire Chief

Others Present: Jim Creighton, District 38 candidate

Agenda Items:

  1. Approval of Minutes – Public
  • Mr. Edwards moved to accept the meeting minutes of January 13, 2020.  Mr. Genest seconded. Passed 3/0  
  1. Jim Creighton – State Representative District 38 candidate
  • Mr. Creighton met with the Select Board to introduce himself and to listen to any concerns regarding the relationship between the town and the state. He asked how best to help the Town of Antrim if he is elected. All three Selectmen feel the cost of education in the state is a high concern. The lack of funds from the State has made it extremely hard to fund education and infrastructure in town.
  1. Knox Box Presentation
  • Chief Gale would like to implement an ordinance for all business in town with sprinkler systems to install a Knox box. This would allow the Fire department to access the building in case of an emergency without having to force entry. Mr. Genest moved to go forward with a public hearing about the ordinance. Mr. Edwards seconded. Passed 3/0
  1. Warrant Articles/Budget Review
  • There was discussion regarding the Library budget. The Select Board previously asked the Library to decrease their budget by $10,000.00 and to use their trust funds to supplement their budget. The Trustees asked for a compromise to increase the budget by 3.8% instead of the originally requested 6.7%. After much discussion Mr. Genest moved to accept the compromise. Mr. Robertson seconded. Passed 3/0
  • The planning budget was discussed. They reduced their budget by $4,600.00 instead of $7,000.00 reduction that the Select Board requested. Mr. Edwards moved to accept the decrease of $4,600.00. Mr. Genest seconded. Passed 3/0
  • Mr. Genest said he will probably vote against the budget. He doesn’t agree that a sixth officer is needed and will most likely amend the budget to reflect that at town meeting.
  • The warrant articles were reviewed.
  1. Meetings Attended
  • Ms. Hanson attended the Senior Center Community Board presentation. The Community Board will make a presentation to the Select Board in about a year.
  • Mr. Edwards said the rate change for Antrim’s water/sewer service to the town of Bennington has been finalized.
  1. Town Administrator Update
  • The Limrik article is due February 10, 2020.
  • Ms. Hanson will be out of the office on January 31st and the beginning of the first week in February.
  • Mr. Genest moved to re-appointed Rod Zwirner to the Contoocook North Branch Advisory Committee. Mr. Edwards seconded. Passed 3/0
  1. Adjournment
  • Mr. Genest moved to adjourn the meeting at 8:55 PM; Mr. Robertson seconded. Passed 3/0
