Antrim Parks and Recreation Commission (PARC) Meeting Minutes

DRAFT April 9th, 2020

Present: Isaac Lombard (Chair), Celeste Lunetta, Christine Morris, Lori Moritz

7:00 pm – 8:20 pm (Remote Meeting via Zoom)

Minutes:  March minutes were approved as revised.

Budget:

• Celeste received a request from Select Board to reduce the Budget because of expected lower town income due to COVID shutdown. Adjustments are requested by Friday, April 17th.  Possible reductions include the salaries line item since staff hours have been reduced.  Also, monies reserved for the fishing derby will not be spent.  Line items such as utilities cannot be reduced.  Cost for portable toilets will be more this year since they were put in early in response to the increased use associated with people being at home.  Celeste will try to get this increase in toilet cost funded under COVID relief funds.

• The commission discussed that once the crisis is over we should except higher than usual use and we want to be prepared.

Town Gym

• Gym is closed.  Nothing new to report.

Shea Field

• The field is open and being used by the public.  Celeste is continuing maintenance.  

• Celeste will contact James Stacy about applying weed control.

Walking Trail

• Celeste, Isaac and Chris walked the area to scope out possible trailroutes.  It was unclear where some the boundaries lie.  The next step is to mark the boundaries and start marking out potential trail routes. The property had numerous spots with barbed wire that need to be removed.   More research needs to be done to determine if there is access to the property from Buttercup Lane.  

Rec Dept

• Celeste is educating the public on appropriate use of the skate park.  

• Celeste is working to keep staff on payroll but reduced hours. 

• PRD is working with Marshall Gale (Health Officer) about the instituting health and safety measures at Memorial park. 

• Social media posts are being made on Wednesday’s and Fridays with challenges and information.  

• Framework being set up for summer programs.  There is the possibility of doing some online or starting late.  

• No checks have been cashed for registration.  Cash deposits have been refunded.

• PRD planning so we are ready to go once we safely can run our programs.

Gregg Lake

• Lake Hosts have been designated essential workers.  

• Celeste will ask Jim Plourd how much it will cost to redo and maintain the boat launch to reduce erosion and runoff.  

• Celeste attended Beach and Pool workshop. 

• Bathrooms need to be fixed or replaced. 

• No information about the water levels due to public meetings being cancelled.

• Trash cans were pulled from beach since we do not have staffing to keep up with collection.  Highway Department built a new lid for well and installed a lock to keep garbage from being dumped there.  There is a lock on garbage shed.  Will install a Carry In – Carry Out sign.

• Portable toilet already installed due to current use of the area.

• Staff is working on maintaining garden.

Memorial Park

• A large temporary sign will be constructed and installed to educate the public on appropriate social distancing because the paper signs are being removed.

• We proposed limiting the number of people to 10 at the skate park.

• PRD staff and police will monitor the activity and reinforce the rules and the importance of following the rules if the park is to stay open.

• Waiting to set up the tennis net until things settle down.

• Jim Plourd and Celeste are going to rake the pathway, put down landscaping fabric and lay more gravel to minimize the weeds.

• PRD staff will work on clean up.  The clean-up day is on hold until guidelines on group sizes change.  

Other 

• Due to the rapidly changing situation the Commission decided to hold a quick update meeting prior to our next scheduled meeting.  The quick update will be on Thursday, April 30th, 2020 at 7 pm via Zoom.
